Info from Licensor: "A man on June 12, 2024, was floating on the kayak through the Hallandale Beach Blvd. Due to heavy rainfall, the streets were completely flooded, and roads were blocked with cars. While many people were stuck and had to wade through water on foot, this guy was having a great time on his kayak. He made several laps."
